Ten yers before this date, in the 1969 Budget, one Charles Haughey had introduced an income tax exemption for artits, authors, composers and similar professions for anyone resident in - or who moved to - Ireland. Anumber of internationl authors subsequently moved to Ireland , many settled permanently, soem only spent a minimum time in the country - notably in Wicklow and locations like West Coork.
