David Walsh who was in his 90's when this was published) was born in Cobh in 1928, left Ireland during WW2, becoming a mechanical engineer in the motor industry.
After returning to Ireland , he was instrumental in the setting up of the National Apprenticeship Board, ANCO and subsequently FÁS.
