Hawksley doesn't disagree with the principles of a democratic form of government. We though, in the west, are trained to believe that coming into a country with a tenuous and or fallen government bringing democracy, John Wayne style, is the only answer. What Hawkslely points out, by examples, is that some countries aren't ready for this paradigm shift no matter how wonderful it sounds on the surface.
