Issued to give advice to houseowners and farmers on surving nuclear war and fallout ( the emphasis on fallout seems to be more pronounced, possibly in the expectation that Ireland might not have been directly targeted, but would have faced windborne fallout radioation on a large scale. ( Its plausible that the then USSR would have targeted Northern Ireland and larger Irish targets such as Dublin and Shannon airports to render them unusuable )
