Unclear if it was published to assist those learning English as a foreign language, or if the edition was unathorised ( a possibility) or if it was a semi official direct copy. ( it appears to use the original plates from the US edition, published by the National Textbook Company, Illinois in 1991.
Hardcover, cross indexed. Much of the language is current in modern global English, but it also included many phrases ( common in mid century USA and in literature and song) that are now less known.
