Francis Turner Palgrave was Professor of Poetry at Oxford from 1885 to 95. His "Golden Treasury of English Songs and Lyrics", first published in 1861, is the most famous book of its kind. It has introduced more people to poetry than any other poetry anthology. These are the love poems chosen by Palgrave - some of the finest, sweetest, wittiest, most passionate and tender in the English language.
This book is second hand, and while you may not get the same publication/version/reprint/edition shown in the picture it will be the same author and title.
